Dispute Settlement Center Expands Team with Eugenio Moreno

Dispute Settlement Center LLC is pleased to announce the expansion of our team. Eugenio A. Moreno M. has joined our group of certified and multilingual mediators with his broad experience in handling a diverse range of hull and machinery claims, P&I claims, as well as cargo, personal injury, collisions, allisions, and oil pollution claims. He is experienced in resolving disputes in both Spanish and English.

As a correspondent, Eugenio has assisted international adjusting companies with a diverse range of claims including the shipping, energy, property and banking industries.


Eugenio wholeheartedly believes in Alternative Dispute Resolution (ADR) and in the effectiveness of professionally managed mediations to resolve disputes. ADR is a proven alternative to traditional legal courses of action and the high emotional and financial costs often associated with those options.

Our Mission


Dispute Settlement Center provides affordable and effective mediation services in the greater Miami area. Specializing in pre-lawsuit mediations, our areas of expertise include family disputes, pre-divorce filings, real estate, construction, auto and trade, as well as aviation and marine.

We believe that mediation should be a service available to everyone at a reasonable cost. Our objective is to provide the very best mediation experience possible at a fee that is reasonable and fair to all parties. DSC builds long-lasting relationships with our clients and we will not take an assignment for which we are not qualified. Our mediators are always prepared and our mediations are always handled with confidentiality and respect for your privacy.

Our Founders

James Chipman Black (Chip) is a Supreme Court Certified; County, Circuit, and Appellate Court Mediator; and holds an Arbitration Certificate from DCA. Chip earned his MBA at Harvard Graduate School of Business Administration MBA.



Chip's mediation specialties include complex real estate including real estate finance, contracts and development, general business contract disputes, and small business claims.





Alan F. Dalton has applied his dispute resolution and negotiation experience as a Florida Supreme Court certified county and circuit civil mediator, as well as private negotiation consultant since 2017.

During his 20-year military career, Alan served as a pilot and aviation safety officer. His Embry-Riddle Aeronautical degree (1996) in professional aeronautics, with an emphasis in aircraft accident investigation sparked his keen interest in accident investigation, reconstruction, and matters related to the aviation industry.


After military retirement in 2006, Alan built a successful real estate team as the principal and managing director of ADMC Realty Group which has been ranked among the top teams in the firm’s mid-Atlantic region.


Beginning in 2014, Alan fine-tuned his career focus, becoming a primary instructor with the Real Estate Negotiation Institute and earning his Master Certified Negotiation Expert (MCNE) designation prior to entering into the field of Mediation and ADR.



Denise Passos has a law degree from one of Brazil's best law schools (Universidade Mackenzie, Sao Paulo, Brazil) and is a former member of the Brazilian Bar Association. She practiced civil law, contract negotiation and litigation, handling both individual and corporate clients. Denise has been working as a County and Family Court Mediator for the 11th Judicial Circuit, Miami-Dade County, since 2017 and has covered a large range of family and civil cases, including dissolution of marriage (parental responsibility, time sharing, child support, equitable distribution, alimony), paternity cases, and modifications of time sharing, child support, and alimony, as well as evictions, commercial litigation, and other civil cases.

Coming from a multicultural background, Denise has successfully mediated over 1,000 cases in English, Spanish and Portuguese.
